FOREIGN MILITARY FORCES IN SUPPORT VICTIMS OF LARGE SCALE NATURAL DISASTERS
Synopsis
The article tries to confront conceptual framework for employment of foreign military forces in disaster relief with lessons learned in recent operations. Development of guidelines for military support to disaster relief and complex emer-gencies along with procedures of United Nations Office for the Coordination of Humanitarian Affairs are discussed. The article contains a brief discussion of lessons learned by military and humanitarian communities during response to large scale disasters in recent two decades. Finally, proposals for improvement of employment of military forces in disaster relief operations are presented.
