Civil protection system in Poland

The paper presents the concept of protection of civilians and considered the definitional dilemmas associated with this concept. Next, the definition and tasks of the civil protection system with the identification of main and detailed tasks were presented. A list of actions that should be achieved by a well-functioning system, as well as a list of guidelines that should be guided by organizing the civil protection system was presented. Subsequently, the civil protection system was characterized as part of the national security system, thus identifying the management subsystem and the executive subsystems.
