Civil planning in the system of the crisis management. Conclusions from examinations

Appearing new challenges and threats require the new approach still for the so - called civil planning. The potential used for the execution of tasks of this area is limited, and so these tasks must be appropriate to had possibilities and generating the expenditure. It doesn't mean oversimplifying issues of the civil planning, but requires appropriate using personal resources and the maximum join of purposes and tasks which should concentrate on ensuring the widely comprehended national security above all.
