Dilemmas of building a safe society

The concept of a safe society is associated with peace, well-being and predictability. It may be presented at the level of the discussion on the scope of the social integration, the relations between individuals and social groups, competence for the development of cooperation and solidarity and cultural patterns. The elevation of the social security in the contemporary world is intrinsic to the pursuit of the life standard improvement and protection against danger. In literature the concept of the social security has been defined in many ways. The original ones come from the discussion of the authors within the academic discipline of social policy. Social policy, in turn, as an action is an important tool in the pursuit of social security. A special role is attributed to social policy, social security systems and the entities responsible for shaping the conditions for social development. Therefore, the dilemmas of the social security relate to issue connected with the historically developed activity of the state and the conditions for the fulfillment of active citizenship. The essence is not only the legitimization of the authorities and the ways of solving the social issues which they create, but also constant monitoring of the social dangers and implementing the preventive measures. A safe society is a special value in the social life. It refers to the universal values which create ‘human-friendly worlds’, a specific culture of security, and the conditions for the social progress. Therefore it is important to examine the relation between the level of social security and the culture of security. Here, the principles of the operation of the social institutions responsible for creating the social order and creating the possibility of the social dialogue, participation, solidarity, ability to act for the common good and citizenship are significant factors. This all refers to the condition of the social awareness of citizens, which is the foundation of developing the social security.
