Issues of running a business by local government

The monograph consists of five chapters on specific issues of running a business by local government. The first chapter is devoted to the extent to which local government units may conduct business activities outside the public utility sphere, what are the conditions for conducting such activities and what are the acceptable organizational forms of the economic activity of local government units outside the public utility sphere. The second chapter was devoted to the analysis of the possibility of admitting the legal structure provided for in the Code of Commercial Companies, regarding shares and preference shares in municipal companies dealing in medicinal activities. The introduction of such a solution would, on the one hand, secure the majority of shares in local government units in created health care entities. On the other hand, it would make the existing regulations more flexible, allowing local government to effectively seek private investors. Issues related to municipal waste management are one of the key environmental issues. In this approach, in order to organize the analyzed problem, it is justified to indicate the catalog of tasks performed by local government units in environmental protection and to develop those that relate to municipal waste management by municipalities. The third chapter is devoted to these issues. The fourth chapter is devoted to the diagnosis of economic, administrative and organizational conditions in the field of energy security in the commune. This chapter addresses the issues of global determinants of energy security, European energy policy, Polish law and energy strategy, the importance of energy from renewable sources in the general energy system, the role of local authorities in ensuring the security of the commune, and consequently the state. The last chapter was devoted to examining to what extent local government should be involved in satisfying housing needs, to which levels of local government should these tasks be assigned, who should be the beneficiary of these programs, and how housing needs should be met. Answering the above questions required defining what the right to housing is and conducting a preliminary analysis of the needs of some social groups for housing.
