Streszczenie

The exercise of the constitutional right of citizens to information about the activities of state authorities, particularly in the field of state security, presents many problems following from the applicability of the Act on the Protection of Classified Information. The limitations of openness in the public sphere imposed by this Act create the risk of its instrumental use by the ruling elites for the purposes of their particular political interests. In the light of the author’s research, free media, being one of the allies of society, exposes abuse and, at the same time, supports society’s control functions, shapes its proper judgment of reality and limits the effects of unilateral communication in politics. For the functioning of a democratic state of law, it would also be desirable to place greater emphasis on the ethical and moral sphere of activity of politicians and on the implementation of the principles of good administration in their subordinate institutions. However, it is difficult to be optimistic and offer positive forecasts in this respect since the ruling elites, regardless of their ideological orientation, will be unwilling to resign from the tools that give them communication advantage and affect the openness of the public life.
