Administration can be liked or not. The fact is that no one in the contemporary state is able to function without it. Its performance decides about citizens’ sense of safety and their trust in the state. The Author attempts to present the relationships of administration with the political array existing in the state and refers to its freedom of action in decision-taking that being a routine, frequently concerns individual aspects of life. He concludes that in practice the Aristotle’s and Montesquieu’s separation of powers does not ensure the political neutrality of the executive which having to be system memory, is in fact an implementer of particular interests of political parties holding a majority in parliament.
